The American Public Health Association (APHA) maintains subscriptions to Capwiz, a service that tracks legislation and allows people to send letters to members of Congress and the media with simple clicks of the mouse. The hosting organization sets

its legislative priorities, which Capwiz tracks for them. From APHA's site, you can modify sample letters to be school-specific.
